Haw. Code R. § 19-43-24 - Tow zone or tow-away zone
Any county police officer, state law enforcement officer, or special police officer may remove or cause to be removed any vehicle that is left unattended or parked in a tow zone or tow away zone at all hours of any day on the streets or portions thereof.
