Haw. Code R. § 19-44-2 - Electricity
When a vessel docked at a state wharf has occasion to use wharf lighting or other electric current furnished by the department, the electricity shall be charged to the vessel at the cost to the department plus an electricity surcharge of eighteen per cent for furnishing the electricity.
