Haw. Code R. § 20-25-3 - Delegation of authority
The board delegates its authority to administer and manage the Hawaii educator loan program at the university, in accordance with the guidelines established under chapter 3 04A, part IID, Hawaii Revised Statutes, and this chapter, to the president.
