Haw. Code R. § 20-8-8 - Capacity of minors

For the purpose of applying for, receiving, and repaying the loan under this chapter, any qualified student regardless of whether the student is less than eighteen years of age, shall be deemed to have full legal capacity to act and shall have all rights, powers, and privileges and obligations of an adult.
