Haw. Code R. § 3-124-16 - Definitions

As used in these rules: "Out-of-state bidder" means any person, agency, corporation, or other business entity whose principal place of business or ancillary headquarters is not located in the State or is not registered with the state department of commerce and consumer affairs to do business in the State.
