Haw. Code R. § 3-161-92 - No restriction on the commission

Nothing contained in this subchapter shall be construed to prohibit or restrict the right of the commission, sua sponte, from initiating its own rule adoption, modification, or repeal proceeding on any matter, whether disclosed in any petition or not.
