Haw. Code R. § 4-101-4 - Wheel-load weighers, portable axle-load weighers, and axle-load scales; restricted use
Use of wheel-load weighers, portable axle-load weighers, and axle-load scales shall be permitted only for official use by government agencies in the enforcement of traffic and highway laws and in the collection of statistical information.
