Haw. Code R. § 4-21-5 - Control over use
The division head shall have authority to restrict and prescribe the manner of use of any vaccine, virus, or other viable biological product, subject to the direction and control of the board, whenever such action is necessary for the effective control, prevention, and eradication of transmissible diseases among animals.
