Haw. Code R. § 4-23-3 - Regulatory jurisdiction
(a) Importations of
horses from areas under the jurisdiction and control of the United States are
subject to the rules of the department.
(b) Importations of horses from foreign
countries, besides complying with department requirements, shall not violate
federal regulations.
