Haw. Code R. § 4-67-15 - Seed certification standards
The standards for seed certification shall conform to the standards established by the Associatiuon of Official Seed Certifying Agencies, November 1979 edition and published in its Certification Handbook Publication No. 23 as amended January 1984.
