Haw. Code R. § 4-70-1 - Objective
The objective of this chapter is to implement the requirements of chapter 150A, Hawaii Revised Statutes, by restricting or prohibiting the importation of specific plants to minimize the risk of introduction and establishment of insects, diseases, and other pests that would be highly destructive to Hawaii's agricultural industries and forest resources.
