Haw. Code R. § 4-71A-8 - Pre-entry requirements
(a) The importer is
responsible for assuring that all parcels or containers of microorganisms for
import are marked as follows:
(1) Any
microorganism imported into Hawaii by mail or air express as individual parcels
shall be plainly and legibly marked on the outer packaging, "Live Organism" and
"This Parcel May be Opened and Delayed for Agriculture Inspection. Infectious
microorganisms affecting humans and animals shall be packaged and labeled or
marked in accordance with the transport requirements of the U.S. Department of
Transportation 49 CFR Parts 171 - 180 and the U.S. Department of Health and
Human Services 42 CFR part 72 ; or
(2) Any microorganism imported into Hawaii by
means other than in subsection (a)(1), shall be accompanied by a bill of
lading, waybill or other shipping document that is plainly and legibly marked
"Agriculture Inspection Required".
(b) Any microorganism imported into Hawaii by
mail or any other means, shall be accompanied by an invoice, packing list or
other document indicating the quantity and scientific name of each
microorganism or the name of each microbial product contained in the
shipment.
