Haw. Code R. § 6-23-7 - Time and place of hearing and notice
The hearing officer shall set the time and place of hearing and give written notice thereof to the petitioner. The notice of hearing shall conform to the requirements of section 91-9, HRS, and shall be personally delivered or mailed by registered or certified mail with return receipt requested at least fifteen days before the hearing.
