Haw. Code R. § 6-74-26 - Interconnection costs
(a) Each qualifying
facility shall be obligated to pay any interconnection costs which the
commission may order paid by the qualifying facility on a non discriminatory
basis with respect to other customers with similar load
characteristics.
(b) The commission
shall determine the manner for payments of interconnection costs, which may
include reimbursement over a reasonable period of time, provided that:
(1) The reimbursement of interconnection
costs for other than legally enforceable obligations for purchase shall be by a
lump sum non-refundable contribution for the electric utility's investment in
the interconnection facilities and a monthly charge for all other
interconnection costs; and
(2) The
reimbursement of interconnection costs under legally enforceable obligations
for purchase of firm capacity or energy or both, of more than one hundred kw
may be as in paragraph (1), or in monthly payments, fixed at a percentage of
the utility's recorded investment for the interconnection facilities, to cover
all interconnection costs as defined in § 6-74-1. The percentage shall be
approved by the commission.
