Haw. Code R. § 6-80-38 - Refunds or credits
If the commission finds that any class of customers of a noncompetitive service has paid excessive rates because of below cost pricing of any fully competitive or partially competitive service, the commission may order refunds or credits to the affected customers of the noncompetitive service.
