Haw. Code R. § 8-201.2-3 - Selection of library material
Public service library staff shall have the sole authority to select books and other resources to be purchased for the library to which they are assigned. The library manager shall have final overall authority to approve all selections of books and other resources made for the library. Selection decisions shall be made by public service library staff at such times and in such manner as the state librarian may determine and shall be in conformance with HSPLS' collection development goals and policies.
