Haw. Code R. § 8-33-2 - Instructional fees
Students enrolling in adult education classes may be assessed instructional fees. The superintendent of education shall set the amount of the instructional fees, in accordance with the recommendations of the advisory council, based upon the cost per instructional hour for each adult education class. No instructional fee shall be assessed for adult basic education (ABE) classes and senior citizens' program classes.
