Haw. Code R. § 8-61-12 - Surrogate parent
(a) The department shall ensure the
assignment of an individual to act as a surrogate parent for a student with a
disability, when necessary.
(b) The
individual assigned to act as a surrogate parent shall not be an employee of
the department.
