Haw. Code R. § HPHA-RS-23 - Preference
Notwithstanding the preference set forth in section 15-184-14, HAR, preference shall be given to applicants with a completed application and documentation verifying that the applicant has secured a qualified dwelling unit. Participation in the program shall be determined in order of submission date of proposed rental agreement or other documentation which identifies a qualified unit by an applicant on the wait list.
