359.9 - Payments for Medical Care
a) Youth for whom DCFS is legally responsible (youth in care) and youth in care adopted with a monthly adoption or subsidized guardianship subsidy payment are eligible for services through the Department of Healthcare and Family Services' (HFS) Illinois medical assistance program. Each eligible youth will receive a Medicaid card. Youth enrolled in a managed care program will also receive a managed care plan membership card. The Department will pay for medical services or expenses for youth in care who are not eligible for medical assistance.
b) Foster parents, child welfare contributing agencies, and institutions providing substitute care for youth in care and adoptive parents and subsidized guardians may select a practitioner from the youth's health plan provider network. As age and developmentally appropriate, adolescent youth may choose their own primary health care provider from their health plan provider network.
