Ill. Admin. Code tit. 11, § 502.250 - Harness Driver
An applicant for a driver's license, other than prospective harness drivers (see Section 502.260), shall:
a) be a least 18 years of age; and
b) have been licensed as a driver by the Board or by another racing jurisdiction.
