Ill. Admin. Code tit. 2, § 1350.20 - Origin and Purpose
a) The
Illinois Lottery was originally created as a division of the Illinois
Department of Revenue by the 78th General Assembly, with legislation effective
July 1, 1974. By means of subsequent legislation effective July 1, 1986, the
84th General Assembly established the Department of the Lottery as an
independent agency under the Governor, which absorbed the functions of the
former lottery division of the Department of Revenue.
b) The Department is charged with
implementing and regulating a State Lottery within the State of Illinois, the
net proceeds of which are deposited to the Common School Fund in the State
Treasury. To fulfill that mission, the Department offers a variety of lottery
games designed to provide entertainment value for the citizens of Illinois
while maximizing revenues for the benefit of education.
