Ill. Admin. Code tit. 2, § 2900.220 - Council Meetings and Quorum
a)
Council meetings are subject to the Open Meetings Act [5 ILCS 120 ].
b) For regular and special Council meetings,
the total membership consists of 28 voting members, excluding any vacant
positions. A quorum shall consist of a simple majority and shall be sufficient
to constitute the transaction of the business of the Council, unless stipulated
otherwise in the bylaws of the Council.
c) The Council shall meet at least
quarterly.
d) Special Council
meetings may be called by the Chairperson or upon the written request to the
Chairperson by a quorum of Council members.
e) The Council shall have prepared a written
record of the minutes of the proceedings of each regularly scheduled or special
Council meeting.
