Ill. Admin. Code tit. 2, § 560.200 - Persons Required to Register

The following individuals shall register with the Secretary of State Index Department:

a) Any natural person who, for compensation or otherwise, undertakes to lobby as defined in Section 560.100. (Section 3(a) of the Act)

b) Any personor entity who employs, retains, or compensates another personfor the purposes of lobbying, even if lobbying constitutes a small percentage of the individual's duties. (Section 3(a) of the Act) For example, XYZ Corporation is required to register upon retaining a lobbying entity that does not lobby exclusively for XYZ Corporation or upon employing an individual to lobby exclusively for XYZ Corporation.
