Ill. Admin. Code tit. 29, § 430.15 - Applicability
The requirement of this Section applies to any facility:
a at which there is a release of a reportable
quantity of a hazardous material or extremely hazardous substance; or
b in the case of a motor vehicle, rolling
stock or aircraft at which there is a release of a reportable quantity of
hazardous material or extremely hazardous substance.
