Sec. 4.

In addition to the responsibilities in 34 CFR 361.13(c), the bureau of rehabilitation services, as the designated state unit, has sole authority for:

(1) state plans for rehabilitation services as required under federal guidelines; and

(2) contracting with other governmental units and public or private entities to provide vocational rehabilitation services.
