Iowa Admin. Code r. 161-4.22 - Proposed decision
(1)
Written decision. After a review of the transcript, the
evidence, and the briefs, the presiding officer shall set forth, in writing,
findings of fact, conclusions of law, and a proposed decision and order The
proposed decision becomes the final decision of the commission without further
proceedings unless there is an appeal to, or review on motion of, the Iowa
civil rights commission within the time provided in rule
161-4.23

Notification. Upon receipt of the presiding officer's proposed
decision, the commission shall forward a copy of the proposed decision to each
of the parties by certified mail. A copy shall also be sent to counsel and to
each commissioner
