Iowa Admin. Code r. 351-4.29 - Contributions by minors
Persons under 18 years of age may make contributions to a candidate or political committee if all of the following conditions exist:
1. The decision to contribute
is made knowingly and voluntarily by the minor;
2. The funds, goods, or services contributed
are owned or controlled exclusively by the minor, such as income earned by the
minor, the proceeds of a trust for which the minor is the beneficiary, or a
savings account opened and maintained exclusively in the minor's name;
and
3. The contribution is not made
from the proceeds of a gift, the purpose of which was to provide funds to be
contributed, or is not in any other way controlled by another person.
This rule is intended to implement Iowa Code section 68A.404.
