Applicants must meet the qualifications for the classification
as indicated in the board of regents classification description, as well as any
special qualifications associated with a particular position. For each position
posted for applications, the list of applicants will be evaluated to determine
whether or not an applicant meets such qualifications and requirements. Those
applicants who meet the required qualifications as determined by the resident
director or the resident director's designee shall be eligible for further
consideration for hire, transfer or promotion in the position.
An employing department may request in writing that the
resident director certify applicants who have special qualifications in
addition to the minimum qualifications prescribed in the classification
specifications. If, in the judgment of the resident director, such a request is
validly related to job performance, the resident director may certify only the
names of applicants who have such special qualifications.
This rule is intended to implement Iowa Code section
8A.413.
