The president of the university shall be responsible for the
proper administration of these rules. The president is authorized to establish
procedures not inconsistent with these rules as may be reasonably necessary and
convenient for the effective administration of presidential duties hereunder,
and any procedure so established shall be published and available for public
inspection during normal business hours in the office of the supervisor and in
the office of the state board of regents. The president may delegate
presidential authority under these rules to the supervisor or to any other
person designated by the president to perform any function or duty
hereunder.
