The operating record of a person who has been issued a commercial driver's license or a commercial learner's permit or a person who has been disqualified from operating a commercial motor vehicle shall be maintained as provided in the department's "Record Management Manual" adopted in 761-Chapter 4.

This rule is intended to implement Iowa Code sections 22.11, 321.12 and 321.199.
