Kan. Admin. Regs. § 100-5-2 - Special meetings

(a) Special meetings may be called by the president at any time.
(b) The president shall call a special meeting when a written request is made by a quorum of the board setting forth an agenda of business to be transacted at that meeting.
(c) Notice of the date, time and place of any special meeting and an agenda of the business to be transacted at that meeting shall be furnished to each member of the board at least two days before the meeting.
(d) No business shall be transacted at a special meeting except as set forth in the agenda for the special meeting.
