Kan. Admin. Regs. § 28-16-129 - Value engineering
Each loan recipient for a sewerage project shall conduct value engineering during the design phase of the project if the total estimated project cost exceeds $10 million. The value engineering recommendations shall be implemented to the maximum extent possible as approved by the secretary.
