Kan. Admin. Regs. § 28-29-1101 - Household hazardous waste facility design

The owner or operator of each HHW facility shall perform the following:

(a) Design and construct each access road to accommodate expected traffic flow in a safe and efficient manner;
(b) construct the floor or base of each household waste receiving area and each processing area of concrete or asphalt;
(c) design and construct each storage area for household waste, except used oil stored in tanks, with a weather-resistant, permanent roof; and
(d) provide secondary containment for all HHW stored for disposal or recycling. The secondary containment shall be capable of containing either 110 percent of the volume of the largest container or 10 percent of the total volume of all the containers, whichever is greater.
