Kan. Admin. Regs. § 49-25-10 - Absentee ballots
Absentee ballots shall be available from the secretary upon written request by an eligible voter showing good and proper cause for obtaining the ballot. The secretary shall rule on the sufficiency of the cause and shall prescribe the method and timeliness of application for absentee ballots on the notice of election as required by 49-25-4a . Ballots shall be mailed to voters by the secretary and shall be returned to the secretary's office within the time limits specified on the election notice.
