Kan. Admin. Regs. § 91-16-3 - Notice of hearing

The commissioner of education shall give a written notice of hearing of appeal to the appellant, the local board denying appellant's application for admission to a vocational education course or program, and to all other persons concerned, notifying them of the date, time, and place of hearing by the state board, or hearing officer, and of all other matters of which the parties shall be apprised, and the notice shall be in the form provided for in K.A.R. 91-16-4. The local board shall within ten (10) days after receipt of the notice of hearing file, in writing, any defenses, which it will raise to the appeal, attaching all documents and instruments in support of those defenses. The state board, or hearing officer, may admit additional instruments if relevant. Copies of all defenses shall be served personally, or by restricted mail with return receipt requested, upon the commissioner of education, the appellant and other parties of interest. The appellant, the local board, and other persons having an interest in the appeal may file any defenses, replies, or statements they may wish to raise to the appeal at least ten (10) days prior to the date set for hearing, attaching all documents or instruments in support of those defenses, and shall serve copies by restricted mail, return receipt requested, upon the commissioner of education and other interested persons.
