12-186 C.M.R. ch. 2, § 19 - Nature of Hearing
The purpose of the hearing is to develop a full and complete factual record. Each party bears the responsibility of producing evidence to support its contentions regarding the determination of the rate of compensation at issue. All testimony offered must be taken under oath or affirmation.
