Md. Code Regs. 26.11.06.07 - Control of Sources of Fluoride Emissions

A. Definitions.
(1) "Anode bake plant" means a facility which produces carbon anodes for use in a primary aluminum production plant.
(2) "Potline" means a building or buildings which contain potrooms with electrolytic cells electrically in series.
(3) "Potroom" means a group of electrolytic cells in which aluminum is produced.
(4) "Primary aluminum production plant" means a facility manufacturing aluminum by electrolytic reduction.
(5) "Total fluoride" means elemental fluorine and all fluoride compounds measured by the Department's procedures referenced in this regulation.
B. Control of Sources of Fluoride Emissions.
(1) General Requirements.
(a) A person may not cause or permit the discharge of fluorides into the atmosphere that causes a violation of any applicable ambient air quality standards for fluorides set forth in COMAR 26.11.04.
(b) The Department, after written notice to a person discharging fluorides to the atmosphere, may require the person to conduct a surveillance program to determine whether ambient air quality standards for fluorides are violated. The manner, scope, and duration of the surveillance program will be determined by the Department.
(c) The procedures for measuring total fluorides shall be Method 1010 of the Department's Technical Memorandum 91-01, "Test Methods and Equipment Specifications for Stationary Sources" (January 1991), which is incorporated by reference in COMAR 26.11.01.04 a C.
(2) Emission Standards for Primary Aluminum Production Plants. A person may not cause or permit the operation of any primary aluminum production plant unless the plant is equipped with a control system to achieve the following emission standards:
(a) Potline Emissions. The amount of total fluorides discharged from all potlines may not exceed a quarterly average of 2.5 pounds per ton of aluminum produced as determined by the procedures in §C of this regulation.
(b) Anode Bake Plant Emissions. The amount of total fluorides discharged from an anode bake plant may not exceed a quarterly average of 0.1 pound per ton of aluminum produced as determined by the procedures in §C of this regulation.
C. Testing and Determination of Compliance.
(1) Testing Requirements.
(a) All testing shall be conducted in accordance with the procedures established in COMAR 26.11.01.04 a C.
(b) Potline dry scrubber control systems shall be tested at a frequency of at least one stack per dry scrubber per month. Each stack on a dry scrubber control system shall be tested at least once within any 6-month period.
(c) Emissions from the potroom roof monitors shall be tested at a frequency of at least two emission points per potroom per month. The emission points to be tested within each potroom shall be alternated each quarter until all emission points are tested and then the procedure repeated.
(d) The anode bake oven control system stack shall be tested once per quarter.
(2) Determination of Compliance for Primary Aluminum Production Plants. Compliance with the requirements of §B(2)(a) of this regulation shall be determined as follows:

(a) TF = total plant potline emissions of total fluoride in pounds of fluorides per ton of aluminum produced per quarter;
(b) d = number of days of operation per quarter;
(c) a = the average of the dry scrubber emission rates for all potlines in pounds/day as determined using Method 14 of Appendix A of the Department's Technical Memorandum 91-01, "Test Methods and Equipment Specifications for Stationary Sources" (January 1991), which is incorporated by reference in COMAR 26.11.01.04 a C.
(d) f = the average number of dry scrubbers in use for all potlines during the quarter;
(e) b = the average rate of emissions of the roof monitor emission points for all potlines in use during the quarter in pounds/day as determined using Method 14 of Appendix A of the Department's Technical Memorandum 91-01, "Test Methods and Equipment Specifications for Stationary Sources" (January 1991), which is incorporated by reference in COMAR 26.11.01.04 a C;
(f) s = the average number of roof monitor emission points in use for all potlines during the quarter;
(g) C = the total tons of aluminum produced by all potlines during the quarter.
D. Maintenance of Records.
(1) The owner or operator of a primary aluminum production plant shall submit to the Department within 60 days following the effective date of this regulation a procedure describing the method of determining aluminum production.
(2) All data pertaining to the surveillance program required by §B(1) of this regulation shall be submitted to the Department in a manner and schedule approved by the Department. Stack testing data for total fluorides as required by §C(1) of this regulation shall be maintained and made available to the Department upon request.
