Mich. Admin. Code R. 28.14702 - Final decision
Rule 702. A proposal for decision shall be presented to the full commission at a regularly scheduled meeting following the presiding officer's issuing of a proposal for decision. The commission shall do one of the following:
(a) Adopt the findings
of fact, conclusions of law, and the recommendations of the hearing
officer.
(b) Reverse the hearing
officer based upon the record.
(c)
If the record is found to be incomplete, remand the case back to the hearing
officer for reconsideration with specific instructions as to the matter in the
case to be reconsidered.
