Mich. Admin. Code R. 431.4025 - Reversals of form
Rule 4025.
(1) The
stewards shall take cognizance of any marked reversal of form of all horses and
shall, in their discretion, conduct inquiries. During inquiries, the stewards
may take into consideration the betting action on the horse in question and
films of the horse's previous races, and shall consider all other facts they
consider relevant toward making a determination as to whether the horse being
evaluated was deliberately restrained in any way by any means in previous races
so as not to win or finish as near as possible to first. If after such review
the stewards make a determination that there is a reasonable probability that
the horse in question was deliberately restrained in any way by any means in
previous races so as not to win or finish as near as possible to first, the
stewards may take disciplinary action against a person found to have
contributed to the restraining of the horse.
(2) If the stewards find that a horse has
been deliberately restrained in any way by any means in previous races so as
not to win or finish as near as possible to first, these findings may be
forwarded by the executive director to law enforcement authorities.
