Mich. Admin. Code R. 431.4225 - Gate restrictions
Rule 4225.
(1) A
person, other than the official starter, his or her assistant, and a patrol
judge, shall not be allowed to ride in the starting gate unless permission has
been granted by the stewards.
(2)
Use of a mechanical loudspeaker for any purpose other than to give instructions
to drivers is prohibited. The volume shall not be higher than is necessary to
carry the voice of the official starter to the drivers.
(3) If there are 2 tiers of horses, the
withdrawing of a horse that has drawn or earned a position in the front tier
shall not affect the position of the horses that have drawn or earned positions
in the second tier. When a horse is drawn from any tier, horses on the outside
shall move in to fill up the vacancy. When a horse has drawn a post position in
the second tier, the driver of the horse may elect to score out behind any
horse in the first tier if he or she does not thereby interfere with another
trailing horse or deprive another trailing horse of a drawn position.
