Each regional development commission shall periodically solicit in writing recommendations of critical areas from local units of government within its jurisdiction.

When a regional development commission receives a recommendation from the board, it shall follow the procedures prescribed in subpart 2, unless the board has determined that the time required for regional development commission review and action must be shortened or eliminated.
