Minn. R. agency 144, ch. 4731, PHYSICAL PROTECTION OF CATEGORY 1 AND CATEGORY 2 QUANTITIES OF RADIOACTIVE MATERIAL, pt. 4731.8050 - SECURITY PROGRAM
Subpart 1.
Applicability.
A. Each licensee
that possesses an aggregated category 1 or category 2 quantity of radioactive
material must establish, implement, and maintain a security program in
accordance with the requirements of parts to 4731.8090.
B. An applicant for a new license and each
licensee that would become newly subject to the requirements of parts 4731.8050
to 4731.8090 upon application for modification of its license must implement
the requirements of parts 4731.8050 to 4731.8090, as appropriate, before taking
possession of an aggregated category 1 or category 2 quantity of radioactive
material.
C. Any licensee that has
not previously implemented the security orders or been subject to the
provisions of parts 4731.8050 to 4731.8090 must provide written notification to
the commissioner at least 90 days before aggregating radioactive material to a
quantity that equals or exceeds the category 2 threshold.
Subp. 2.
General performance
objective.
Each licensee must establish, implement, and maintain a security program that is designed to monitor and, without delay, detect, assess, and respond to an actual or attempted unauthorized access to category 1 or category 2 quantities of radioactive material.
Subp. 3.
Program features.
Each licensee's security program must include the program features, as appropriate, described in parts 4731.8055 to 4731.8085.
