Subpart 1.
Special turkey hunts.
A.
Applications to hunt the Carlos Avery or Whitewater Wildlife Management Area
must be made according to this part and according to application instructions
provided by the commissioner. Each person must apply through the electronic
license system, the Department of Natural Resources License Center, or other
authorized agents. Drawings will be conducted by the department to determine
persons who will be eligible to hunt in the Carlos Avery or Whitewater Wildlife
Management Area during period A. The drawings will be subject to the quotas
established by the commissioner. Preference in the respective drawings is given
to applicants based upon the number of times they have correctly applied for
one of the specified wildlife management areas but have been unsuccessful.
Successful applicants are eligible to hunt turkey in the wildlife management
area they selected during the period indicated on their turkey-hunting license.
Successful applicants may also hunt in areas that are otherwise open to spring
turkey hunting. Upon issuance of a permit to hunt one of the specified wildlife
management areas, all accumulated preference is lost.
B. No lottery application is needed to
purchase a spring or fall turkey license.
C. Only successful applicants will be
notified.
Subp. 2.
Participation in application drawings.
A person may not apply more than once for a hunt, whether as an individual or as a member of a group. All the information in items A to F must be supplied on the application forms.
A. A resident applicant 18 years or older
must provide the applicant's individual Minnesota driver's license number of 13
characters, a 13-character firearms safety number, or an official state of
Minnesota identification number of 13 characters issued by the Department of
Public Safety.
B. A nonresident 18
years or older must provide a driver's license number or other identification
number.
C. Up to four persons
desiring to hunt together as a group may apply as a group. Group applications
shall either all be selected or none selected. All group members must apply for
the same wild turkey permit area and period. The preference rating of
applicants who apply as a group is determined by the individual in the group
with the lowest preference.
D. The
application deadline is Friday, February 21.
E. Youth age 17 and younger may purchase a
wild turkey hunting license to hunt all spring turkey periods. Hunters with a
valid permit to hunt from a standing vehicle, issued under Minnesota Statutes,
section 97B.055, subdivision 3, may
purchase a spring turkey license for any firearm season period and hunt all
spring turkey periods.
F. Firearms
hunters age 18 and older must choose and hunt in one period. During the
selected period and the sixth period, firearm hunters may use legal firearms, a
legal bow and arrow, or a crossbow meeting the requirements of part
6236.0100. Archery-only hunters who
purchase a license under this item may hunt throughout all periods. A hunter
who has not harvested a turkey during their selected period may also hunt
during the sixth period.
G. A
person may take only one bearded turkey during the entire spring turkey
season.
H. Persons who are being
mentored in an official state-sanctioned adult-mentored turkey hunt or who hunt
in a sanctioned disabled hunt do not need to apply in the normal lottery
process to receive a license. Hunt sponsors must submit the names of the
participating hunters to the commissioner by the Friday nearest February
15.

Subp. 4.
Modification of quota numbers for group applications.
The quota of licenses or permits for a drawing may be increased to accommodate group members if the last applicant to be selected is a member of a group.
Subp. 5.
Drawing application fee.
An applicant must pay a fee as provided by statute at the time of application at the electronic license system-point of sale (ELS-POS) agent. Any check that is returned to the department for nonpayment will invalidate the application and the check will be destroyed. Refunds of application fees will not be made for any reason.
