Minn. R. agency 178, ch. 7873, pt. 7873.0140 - FAILURE TO START
After wagering has commenced on a race and prior to the race being run, should a horse or horses be scratched resulting in a field of less than six different betting interests, the following shall apply:
A. if five horses of different betting
interests are declared starters, the association may refund the entire amount
wagered in the show pool;
B. if
four or fewer horses of different betting interests are declared starters, the
association may refund the entire amount wagered in the show pool, the place
pool, the exacta pool, and the quinella pool; and
C. if fewer than two horses are declared
starters, the race must be canceled and the entire amount wagered in the win,
place, show, exacta, and quinella pools must be promptly refunded.
In all cases, the association must, prior to the race being run, announce to the public its decision to cancel any pools.
