Minn. R. agency 196, ch. 9575, pt. 9575.0020 - OBJECTIVES OF COUNTY WELFARE MERIT SYSTEM
It is the aim of the Department of Human Services of the state of Minnesota, through the establishment of the county welfare merit system, to provide appointing authorities with an effective system of personnel administration based on merit principles. Specific objectives are:
A. economy and effective service in the
Minnesota welfare and human services program;
B. the proper classification of positions so
that positions essentially alike in duties and responsibilities are treated
alike and positions not so alike are treated with due consideration to the
nature and extent of the differences between them;
C. fair and equal opportunity for all
qualified persons to compete for positions and promotions under the
jurisdiction of the merit system solely on the basis of merit and fitness as
ascertained through practical examinations;
D. equitable pay scales for the various
classes established on the basis of equal pay for work of equal value;
and
E. an attractive career service
in public welfare and human services employment within the state of
Minnesota.
