Initial certification will be granted provided following standards are met:

A. No critical deficiencies;

B. Not more than 3 key deficiencies;

C. Not more than 5 other deficiencies;

D. The initial certification includes a compliance schedule to correct the deficiencies if necessary; and

E. Processor is properly licensed.
