31 Miss. Code. R. 1-2.8 - Out-of-State Learner Permit
1. Any person who
has in his possession a temporary or learner's permit issued to him by another
state shall be required to make application and pass the written, eye and road
tests, and meet all other requirements before a Mississippi license can be
issued.
2. Out-of State learner
permits are not valid in Mississippi for the purpose of waiving any written or
road test. Out-of-State learner permits are valid for the purpose of operating
a motor vehicle in this state if the holder is complying with all requirements
of the state which issued the permit.
