Methods of construction and materials used shall not produce a sign which, when viewed from the rear, presents an unsightly appearance. All materials used upon the sign site, as herein defined, being structural cosmetic or otherwise, must comply with the Rule, and all applicable State, Federal, and local statutes or ordinances.
