7 CSR 10-24.060 - Stipends
PURPOSE: This rule provides for the payment of stipends, if elected by the commission, and the criteria used in determining the amount of stipend.
(1)
The commission will pay a reasonable stipend to unsuccessful proposers who have
submitted responsive proposals.
(2)
On federal-aid projects stipends are eligible for federal-aid participation.
Proposers will cooperate in providing such records and complying with such
process in order for the commission to obtain federal participation.
(3) Stipend amount determination may
consider:
(A) Project scope;
(B) Substantial opportunity for
innovation;
(C) The cost of
submitting a proposal;
(D)
Encouragement of competition;
(E)
Compensate unsuccessful proposers for a portion of their costs (usually
one-third to one-half (1/3 to 1/2) of the estimated proposal development cost);
and
(F) Ensure that smaller
companies are not put at a competitive disadvantage.
(4) The commission will retain the right to
use ideas from both successful and unsuccessful proposers, if the stipend is
accepted. The Request for Proposal (RFP) will describe the process for
distributing the stipend to qualifying proposers and transfer of ownership of
ideas in intellectual property of both the successful and qualifying
unsuccessful proposers.
